The Opportunity

Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.

The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:

  • Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
  • Structuring proposals and negotiating agreements with investors in infrastructure projects
  • Receiving and assessing unsolicited ideas and proposals for infrastructure
  • Providing advisory services with respect to financing infrastructure projects

Reporting to the Chief Financial Officer, the Head, Financial Planning & Analysis will be responsible for:

  • Managing the delivery of Financial Planning and Analysis services, ensuring consistency with overall Finance department performance measures, standards, and best practices and integration with overall Building Ontario Fund (BOF) directions.
  • As part of the management team, supports BOF leadership in formulating strategy and developing tactics and provides leadership in executing programs or services to deliver on strategy and tactics.
  • Leads the preparation of the annual budget, forecasts, and long-term financial plans, ensuring alignment with the Finance Department performance measures, standards, and best practices.
  • Ensures integration with overall Building Ontario Fund (BOF) strategic directions. As part of the management team supports BOF leadership by formulating strategy, developing tactics, and providing leadership in executing programs and services.
  • Provides expert financial advice to BOF executives and management, including setting and monitoring financial targets.
  • Prepares executive-level reports, including monthly, quarterly, and annual financial results, forecasts, and variance analyses for the management team.
  • Monitors business unit financial performance, identifying risks and opportunities and developing action plans.
  • Creates reports for external stakeholders as required.
  • Identifies financial risks to the overall BOF budget and mandate, providing expertise to the Chief Financial Officer (CFO) and other executives to mitigate risks effectively.
  • Implements and maintains financial planning and analysis systems and processes. Supports ERP implementation, customization, and future enhancements.
  • Performs in-depth financial analyses and develops financial models, dashboards, and visualizations using Power BI or similar tools.
  • Completes ad hoc analyses and projects to support decision-making, offering recommendations based on sound problem-solving skills and a strong understanding of business implications.
  • Establishes efficient, effective processes to ensure accuracy and quality, leveraging tools like rolling forecasts, scenario planning, and valuation models to provide actionable insights.
  • Builds and maintains strong relationships with internal and external stakeholders to drive collaboration and results.
  • Supports an environment and culture of service excellence that respects diversity, encourages teamwork, and contributes to a healthy, rewarding, and productive work environment where personal and team accountability is key to achieving the BOF mandate.
  • Accountable for hiring, orienting, and training staff, setting performance standards, conducting performance reviews, and managing employee relations matters.
  • Manage and respond to ad hoc financial requests and special projects from senior leadership and other departments, ensuring timely and accurate delivery.

Qualifications

  • A post-secondary degree in finance, accounting, or business, along with at least one of the following: CPA or CFA, OR a combination of education, training and experience deemed to be equivalent. MBA would be an asset.
  • Minimum 10 years of experience in a similar role, including strong financial planning, reporting and financial modelling background.
  • Previous experience with start-up organizations, including building a team, and setting up new systems, processes and procedures would be an asset.
  • A supportive and hands-on leader with 4 or more years of people leadership experience, building high-performing teams in a highly collaborative cross-functional environment.

Knowledge and Skills

  • Skills and ability to manage and champion change for a new organizational culture and vision.
  • Strong knowledge of budgeting, forecasting, and financial planning processes, including integration with organizational strategic directions.
  • Competence in managing ERP systems, financial reporting tools, and data visualization platforms. Advanced skills in Excel.
  • Advanced analytical skills with the ability to develop financial models, dashboards, and scenario-based planning.
  • Demonstrated ability to provide expert financial advice to senior executives, including setting and monitoring financial targets.
  • Exceptional problem-solving skills, with a track record of offering actionable recommendations and managing ad hoc financial projects.
  • Strong interpersonal and stakeholder management skills, with the ability to build and maintain productive relationships across internal teams and external partners.
  • Proven leadership skills, with experience managing teams, fostering collaboration, and creating a culture of excellence and accountability.
  • Commitment to fostering diversity, innovation, and continuous improvement in alignment with organizational values and objectives.
  • Excellent communication skills to present complex financial information to technical and non-technical audiences effectively.
