
Building Ontario Fund
The Opportunity
Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.
The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:
- Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
- Structuring proposals and negotiating agreements with investors in infrastructure projects
- Receiving and assessing unsolicited ideas and proposals for infrastructure
- Providing advisory services with respect to financing infrastructure projects
Reporting to the Senior Manager, Policy and Planning, the Policy Advisor will:
- Plan and conduct research, including environmental scanning, qualitative and quantitative analysis, trends, options and impact analysis of policy and program recommendations.
- Compile, analyze and interpret research data/information, prepares documents/research findings, and advises and makes recommendations to the Senior Policy Advisor and Senior Manager on policy options, risk analysis and the impact on existing policies/regulations.
- Support the development of critical decision-making documents such as briefing materials, communication material, government approvals, and supporting documents.
- Research and analyze the impact of strategic policy initiatives, options, and recommendations, and other initiatives as they arise.
- Work closely with stakeholders across BOF and with policy counterparts in other ministries to ensure that policy issues and initiatives are framed in alignment with broader government strategic directions.
- Monitor current issues, proactively researching and preparing appropriate agency responses or providing advice and recommendations to the Senior Policy Advisor/Senior Manager in response to research issues, as well as contentious policy and program issues.
- Participate on project teams and special projects as assigned, including contributing to project planning, undertaking analysis of options and impacts, and preparing reports and policy/program recommendations.
- Maintain a level of expertise on policies and issues from other jurisdictions that can be adapted to support/inform BOF’s policies and programs.
Education and Experience
- Degree in Public Administration, Business Administration, or related field.
- Minimum four (4) years of experience in a policy and planning advisory role in a public sector environment.
- Familiarity with government and/or relevant industry experience in priority sectors an asset.
Knowledge and Skills
- Knowledge of policy and program development principles and techniques and government policy and legislative development approval processes for policy and program development projects to support the development of relevant policy options.
- Research and analytical techniques to conduct research and analysis of various sources and summarize research findings to support policy and program decision-making.
- Interpersonal and consultation skills to exchange information and maintain liaison with internal staff/management and ministry policy counterparts on policy issues/problems and emerging developments.
- Effective organizational and time management skills and ability to handle multiple high priority projects.
- Problem solving skills to develop and evaluate options and recommend solutions.
- Project management skills.
- Ability to analyze information and summarize complex data into understandable, user-friendly, relevant explanations for a varied audience.
- Strong verbal and written communications demonstrated through draft reports, correspondence, briefing notes, presentation decks, and materials for inclusion in policy and decision-making documents.
- Ability to protect and maintain confidential and sensitive information.
- Proficient with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Teams) and other internal applications, as required.
