The Indigenous Opportunities Financing Program (IOFP) seeks to advance economic reconciliation and prosperity by enabling financial participation of Indigenous partners in Ontario-based infrastructure projects.
Announced in the 2025 Ontario Budget, the loan guarantee program has been expanded to a $3 billion envelope and now includes energy projects, critical minerals, and resource development.
BOF is engaging with Indigenous partners to inform the expansion of IOFP to include additional sectors in the loan guarantee program and add new financing products and tools.
At end state, IOFP is expected to offer a one-window access to Indigenous financing of critical infrastructure projects in Ontario.
